This turns out to be a problem in the tetex-tiny package, see 
http://mail.gnu.org/pipermail/bug-lilypond/2002-July/000789.html

Waiting for Jan to fix the problem, you could easily add the
two lines yourself and then rerun 'texconfig init' in the
cygwin window.
