Attached you can find the result of version 2.17.8, still incorrect.

Regardless of the bug I wonder whether it makes sense that \mm, \cm, etc.  
actually *do* scale, and that we introduce new commands \realmm, \realcm,  
etc. (similar to TeX) which are never scaled.
