I had this error a couple of times as well, maybe it is still locally
turned of somewhere else? in that case

first turn it locally on with
# lidsadm -S -- +LIDS
then it isn't locally turned off anywhere anymore, so now turn it locally
of for your shell
# lidsadm -S -- -LIDS
