Well, you should see something like

c++ -DHAVE_CONFIG_H -I. -I. -I.. -Wall -I./inc
-DINSTALL_PREFIX=\"/usr/local\"   -pipe -march=i686 -fstrict-aliasing
-fstrength-reduce -fPIC -DPIC -D_REENTRANT  -g -O2 -fno-exceptions
-fno-check-new -c licq.cpp


Note the "INSTALL_PREFIX". this define is set via the makefile according to
the parameter that has been given by ./configure --prefix. 

probably you forgot to remove config.cache before you configure'ed again.
