Not sure if this might help, but have you checked if the window is
outside of the screen?  First, exit Licq.  Then edit
~/.licq/licq_qt-gui.conf and look for these lines:

    [geometry]
    x = 831
    y = 1
    h = 630
    w = 127

...  Change 'x' and 'y' to 1.  Oh, and also check under the
'[appearance]' section and make sure 'Hidden' isn't set to 1.
Change it to 0 if it is.
