No. The WinICQ client is clever :-) 

You've configured your Licq to behave like behind firewall. This means
WinICQ has to send a reverse TCP request. But it can't, because the WinICQ
client doesn't show up as online to the Licq client, so it knows that the
Licq client will be unable to process the reverse TCP request and will
therefore simply ignore it. 

That's why the only valid possibility here is send through server.
