When complinig kde-gui try this :
 QTDIR=/usr/lib/qt3 QTLIB=/usr/lib/qt3/%_lib KDEDIR=/opt/kde3/%_lib \
        ./configure \
                --with-kde \
                etc.
make

Where %_lib is lib on 32bit systems and lib64 on 64bit systems, for
example on openSUSE.
Coud be different on Fedora.
