It works for me, but I am using libgpgme11-dev 1.0.1-2 in Xandros 3 (very 
similar to Debian testing).

Debian and Xandros users can get the sources and binaries from:

deb http://smurf.noris.de/code/debian/ experimental smurf
deb-src http://smurf.noris.de/code/debian/ experimental smurf

It is experimental code, so it might be better to look for older versions of 
libgpgme
