You cannot easily do this with autoconf stuff, since the configuration file is
not system-wide but user-specific.
Autoconf does not know anything about the users on a machine and must not
install anything into users home directories. Instead your plugin should test
for an existing configuration file and if not found, create a default one
into "BASE_DIR".
