It cannot be a udev rules problem, because it also does not work
as root. And, as you can see from the logs, the libusb returns
successful detaching of the kernel driver.

if you can successfully detach the kernel driver (with the right
permission using sudo or udev rules). So that is a
bit strange.

Maybe the udev rules are not set up right.

Anyway, if you can blacklist ch341 kernel driver, that is sure to
fix your issue.
