I don't think this is the responsibility of the office suite... there are many
ways data can be misrepresented with, either accidentally or on purpose.

One could argue the bar chart basing off from a bit below the smallest value by
default is also an incorrect representation of data. (eg. a bar chart of values
100 / 102 / 104 / 106 will have 97 as the base value, not 0)
