Trying to create a new document fails when creating a new document in a
publication that is using a pub template. Error message is "call to creator for
new document failed".

I followed the trail to DocumentTypeBuilderImpl which uses the pubBase
(publication.getSourceURI) to set the SampleContentLocation of the DocumentType.
 I changed it to fallback:// and it seems to work and still works for the
default pub.
