Guess you missed changing /etc/inittab

Enable the lines

tty1::respawn:/sbin/getty 38400 tty1
tty2::respawn:/sbin/getty 38400 tty2

you may also disable the lines starting with ttyS

You'll a working inittab in the repository (repo/etc/inittab) or on the
vga images.
