I finally tested it with pppoe-server and radiusd running on localhost with
success.

in etc/raddb/users : added a user with some fixed ip
in etc/radiusclient/servers : added "localhost testing123"
in etc/ppp/pppoe-server-options : added "plugin /usr/lib/pppd/radius.so"
