Thank you for the email and please excuse late reply.

I see this plugin in *kate/addons *github repository [1], but I am not sure
where to look for build instructions. Also - it doesn't seem as Ubuntu
18.04 LTS has anything like *kdeaddons* or similar package.

Could you please advise on how to install "External Tools" into Kate on
Ubuntu 18.04?
