The commands you type in F7 are not translatable. If they are scripted and visible in the menu,
they can be translated, see (only in the menu, not F7):
http://docs.kde.org/stable/en/applications/kate/dev-scripting.html#dev-scripting-command-line
and search for "function action", there you see the i18n() call.
