First - if it can be set via a command line interface, why not in via script 
too?

Second - I find current indentation settings lacking and need to switch 
everytime I open differently indented file types. So I set out to port 
DetectIndent vim plugin [1] to Kate and the only thing stopping me now is the 
lack of ability to set variables via script.

While I could use kate modelines, I see no reason why I should add a line for 
every editor people use when a simple script could perfectly solve most of my 
problems.
