Actually, the developer list for Kile really is kile-devel@lists.sourceforge.net ;)

Even if I don't have the time to answer every email, I read all of them.

Now back to your original question. Splitting views is currently not possible in Kile.
This feature has been requested already in

  http://bugs.kde.org/show_bug.cgi?id=143918

If you want, you can add yourself to the followers of that bug report. And, time
permitting, I might even be able to implement this feature for Kile 3, which
will be the next version.
