This is probably a misunderstanding.
The Folded works good between foo() and foo2().

I see a problem with folding the last block in file.

=== unfolded with last empty line ===
1:def foo():
2:    pass
3:
4:def foo2():
5:    pass
6:
=== end file ===

=== current (all) folded ===
1:def foo():
3:
4:def foo2():
=== end file ===

=== I wish (all) folded ===
1:def foo():
3:
4:def foo2():
6:
=== end file ===

Only the last visible line 6 is for me important.
Always the last line if empty and exists should be visible after folded.
By that last line I know that foo2() has 2 lines.

Other words:
I wish that kate treated the end of file '\0' like a new block.
