Afaik there is no such support _specific to kate_. You have some alternatives 
though:

1) (imo the best): get acquainted with keyboard composing. see:
    http://en.wikipedia.org/wiki/Compose_key
2) use an external app, like kcharselect (not really nice workflow...)
3) write a simple plugin for that, shouldn't be too hard
