Patch for ruby highlighting to correctly detect division operator vs. regexp
(updated)

I found the solutions to all the problems I've mentioned so far. The
substitution problem was only a simple bug, and I solved the code duplication
problems by design.

I have added comments and updated the TODO list. It still doesn't handle the
rare case of division operator after a gdl context (e.g. %q{hello, world} /
10), but it's a lot better that the current version.

If there's no objections, I will go ahead and commit this.
