Settings... -> Configure Kate... -> Application -> Document List
The drop-down box labelled 'Sort by:' defaults to 'Opening order'. If this is changed to to, say, 'Url', the 'Apply' button at the bottom of the config dialog doesn't become active and if 'Ok' is clicked, the change is neither made nor saved.
