When using 'Use spaces instead of tabs to indent' kwrite has to use spaces instead of tabs (Bug 74700). There is absolutely no sense in discussing this!! This is a bug.
  If some users should wish a different behaviour (Bug 76247) please add another option to allow this. Destroying the correct behaviour of an already well established feature is nothing but a smut!!
correct behaviour (as it used to be before) when 'Use spaces instead of tabs to indent' is enabled:
press [tab]: insert the selected amount of spaces
press [ctrl][i]: insert the selected amount of spaces
