The <IncludeRules ##<hlname> /> rule is put in a place in the hl rules where 
it makes sense, for example the alerts hl is usually inserted where a hl 
parses comments.

It could be possible to insert a hl in the top of the main hl loop, but i'm 
not sure how useful that would be.
