Kate allows to choose the charset for files being opened by using the drop-down list in the Open File dialog. This works fine when the file is opened for the first time. However, when I open a file with a mistaken charset, then close the file and attempt to re-open it with the correct one, Kate seems to remember the previous choice and will open it again with the same charset. The only way is to rename the file and open under the new name.
