Yep, second that, I think the kde-files.org stuff is great to gather new hl's.
I still dislike the idea to not have all my beloved hl's around after 
installation, we need better way to integrate new hl's, but they should still 
be there.

Perhaps we should have two dirs for hl files, one dir for katepart only, where 
it installs it set + a generated cache config which is used instead of 
stating the files, this would enhance perfomance a lot, as we will never need 
to stat our own files. If user start to install their own, only this new 
files will need stating.
