Ok. I found the "autocenter" setting, and I understand the reasoning behind it.

However, I think that it needs some tweaking for when clicking inside of that \
autocenter area.

The problem I am having is that if I try to select text inside of the autocenter \
area, the screen starts scrolling very rapidly and out of control.

Would it be possible, if the user clicks in the autoscroll area to move the mouse \
pointer to the location that the cursor is being moved to so that selecting text \
would be possible?

For instance, try this:

Open a long document and scroll to someplace in the middle.
Try to select the text near the bottom of the screen.

When I try this, let's say I am trying to select a few words near the bottom of the \
screen, I click and start to drag right, but the screen starts scrolling. So it is \
impossible to select on a line near the top or bottom of the screen.

I think if the mouse pointer were also moved it might be possible.
