Well, this is a bit complicated. Say, you have a main window and a dialog box, for \
example a file open dialog (compare to bug #98250). This box is maximized by default.
If the main window contains some important piece of data you need in the pop up \
window you have to move around the latter one. But since that is so big, moving \
around it, causes to move important parts of that box out of the screen/desktop area. \
Then it is unreachable by mouse and you have to move it in later. Or you have to \
close the dialog in between.
Therefore having such big dialog boxes by default causes some twiddling, making the \
normally simple action more complicated than neccessary.
If the window would leave some space around it, the user could just move it without \
the trouble to re-move it later again to get the clickable dialog elements into reach \
