OK. How could that work for anyone? The bug is in 

kdelibs/kdecore/kcharsets.cpp:505

QString name(descriptiveName.mid(left+2));

Here you cut one char from the left of the encoding name.

and

return name.left(right-1);

Here you cut one char from the right of the encoding name.

Altogther both lines of code make from

"iso 8859-15" -> "so 8859-15"

I've made the simple patch.
