No, unfortunately not. You need to disable/enable plugins in 
~/.kde/share/config/kdetvrc.
If kdetv did never start correctly, you may not have a kdetvrc. So you need to 
disable a plugin in it's .desktop file, 
e.g. /path/to/kde/share/services/kdetv/kdetv_v4l2.desktop. Change the entry 
"X-Kdetv-Default-Enabled" to "false".
