This is basically  BUG 333554 [1]. GTK expects an interpretation of Motif 
hints which we do not support (never had and never will (see comment #24)). 
Suggestions to get this better standardized got unfortunately nowhere - in 
fact I would even say that it got blocked by GTK devs.

Motif hints are nowhere standardized, they are hints between motif 
applications and the motif window managers. Expecting certain behavior is 
problematic.
