To simulate the effect or to compensate it?
I have no idea, but it's unlikely possible to eg. turn green into blue and  
red into yellow - if that does help.

Me neither. However if  got it somehow right, filters to compensate this  
are used.
Eg. reducing gamma and contrast for the intact receptors to match the  
damaged one and increase the global brightness to compensate the resulting  
darkness.

nvidia-settings has such feature anyway - so if we find someone suffering  
 from red/green weakness and having an nvidia GPU, we could ask him to  
check whether that helps him anything ;-)
