The resize effect deals with the blind resizes (ie. content update is turned 
off, w/o compositing you get that outline) and thus especially *not* related 
to the _NET_WM_SYNC_REQUEST at all.

FTR: I plan to RR some kind of "hybrid" resize where the SYNC_REQUEST induced 
lag would be covered by a texture scale to combine high responsiveness and 
online content update.
If this will be an acceptable patch, it could easily be extended to apply to 
the contentless resize (so in a way the effect would become part of the core 
;-)

In general, I'd say we need some sidearm packages for nice-to-have effects, 
since before nvidia fixed the ARGB pixmap allocation, one could hardly use 
content update enabled resizes at all :-(
