Because the next bug report would be "some effects are missing in the 'all
effects' dialog"

Since the module loader is smart enough to prevent multiple instances of the
same module (in this case: config dialog) there should be no technical problem
and one can probably expect to have "all effects" manage/configure "all
effects" and not "all effects minus some"

The setting in the tabbox dialog is required since the tabbox supports two
modes (what's actually a nice feature) and this can not be done "implicitly" by
selecting effects (the effects would require a config option "use for window
switching mode 1/2" and refer to the tabbox dialog - imo that doesn't make it
simpler)

What actually has to go is the "Use for window switching" checkbox in the
"present windows" config dialog.
