the backtrace is quite stripped, but from the description and the final call in
thread one i guess it's a dupe of bug #228796

please check:

grep -i safe ~/.kde[4]/share/config/kwinrc

".kde[4]" means: there's either ".kde" or ".kde4", just try both - ensure the
file is there and not write protected
