It would be great to be able to either suspend (ctrl-z in bash) or throttle
(nice/ionice on command line) applications with something like a
play/pause-button that is available in the window title bar.

This would be great in particular for applications such as backup-applications,
that use the full capacity of the hard disk and thereby slow down the rest of
the system significantly. With the proposed button it would be possible to
(temporarily) provide hardware ressources to other tasks (e.g. when starting up
eclipse/firefox/ooffice/any application that loads a lot from disk at startup).

I would imagine something like the "always on top" button (I love this
button!), that can be selected by the user to be in the window bar. A menu
entry in the window menu would also be fine -- although not as stylish as
play/pause :-).
