You have to *drag* something. Doesn't matter what. One of the new window
tabbing bars, or some text. Then the panel pops up already ~24 pixels before
you even reach the margin. People use autohiding because they want the panel to
get out of the way and not occupy any screen area (well, apart from the one
pixel stripe). But now, autohiding panels occupy whole 24 pixels dragging
space, and so break dragging operations that aren't meant for it.
