Some might actually call that simplicity. For example, when I just want to get
back to the Dolphin browser, it makes no sense to clutter the Alt-Tab list with
six or more entries on a busy desktop (in a spatial arrangment, for example).
Instead, have one entry (get to Dolphin!) and then do an app-Expose to see all
Dolphin windows. It takes more clicks, but it's arguably just as easy as
navigating through a huge window list.
In this case, it would be sensible that, when switching to an application,
switch to the last-used window of that application (likely to be the one you'd
want, on average).
I have no idea how exactly OS X on Mac does it, but I imagine it also does
something sensible like this: just go to the Application's last window.
Obviously whether you see this as "easy" is a question of experience, but it's
not inherently a flawed method of managing programs.
