sorry for the technobabble...

windows can define a "strut" what is some kind of reserved space and this way
tell WMs to please not cover this area - even not with a maximized window (this
is what docks to)

however (at least with kwin) this strut area does not necessarily have to be
related to actual window sizes.

so the trick is to create a (NETWM - that's a WM protocol... extension... thing
-indicated to be dock-type) window that reserves such strut areas but itself
remains invisible or just tiny.

this way you can keep all windows away from certain areas and thus achieve
access to the area below - your desktop =D

as mentioned, this would rather be a desktop (so, eg. plasma) thing but can be
achieved from any other application as well. (just it's not a WM task to define
areas where it should away from)

about fitt's law: i guess you know wikipedia ;-P
basically it's good to be able to throw your cursor to a screen edge and have
it over a scrollbar (in case there is) there - instead of fiddling a few px
back after moving it to the right (screen edges are much easier to hit than a
certain 14px wide rect)
