i don't think it's just about dashboard and w/o compositing you'll need to use
ctrl+Fx to switch desks.
however, in general the desktop should set struts if it feels it has use for
them - this could e.g. be achieved by a dummy-zero-size-dock, iff (not sure,
but i think so) kwin doesn't accept struts from desktop type windows

please also notice that setting a strut on the default slider side is a bad
idea as it prevents fitt's law

if martin's suggestion doesn't suite you and plasma refuses to provide this
either, please drop a note here - i'll write you a 3rd party handler
