OK, after remapping and RESTARTING KWin, the Alt+`(KeyAboveTab) works for
cycling through windows in reverse. I think I will still call this unresolved
in KDE 4.1 at least because normally remapping shortcuts works immediately and
does not require an app restart. Many users will not know to do this and give
up on remapping the shortcut.
