Say you have more than 1 desktop. Only one window is open on desktop 1, all
other desktops are empty. You are on an empty desktop (e.g. desktop 2).

Now you try to open the Present Windows effect (for all desktops) and want to
see the one window from desktop 1.

But the effect is not triggered. You do not see the window, so you think no
windows are opened at all.
