Version: 4.1.3-141.3 (using KDE 4.1.3 "release 58.1")
Installed from: SuSE RPMs 
Graphics card model: ATI Technologies Inc. model RV280 5961
Driver: radeon (as supplied with openSuSE 11.0)

Same problem here. compiz effects work, Kwin refuses to enable desktop effects
through "configure desktop | Look & Feel | Desktop | Enable desktop effects".

When enabled (desktop effects were enabled by default after the installation)
rendering problems occurred around the mouse cursor and across the top of the
screen during the start-up of KDE. None of the selected effects work.
