Here's another idea: animate changes in Dim Inactive and Translucency plugins
when a window changes focus state.  

Reasoning: focus changes all the time.  The change from the active effects
setting to the inactive effects settings currently happens instantly and is
surprising.

Try a kwin setup that consists of Focus follows mouse, Auto-raise, 90% opacity
for inactive windows, 10% Dim Inactive windows and you'll see what I mean.  

If Delay Focus is active, the animation time should be equal to the Delay Focus
setting.
