by most users'' It is a bug.  Brain damage inspired by Microsoft Windows and emulated \
in KDE.  Setting focus stealing prevention to "extreme" is insufficient in KDE.  \
There is one and only one reasonable exception:  xv (and similar programs that might \
need to capture window content via selecting "current"), but even then it should be \
possible for the program to capture what it needs without stealing  back focus.  If \
setting prevention to "extreme" is not strong enough, then you have to invent a term \
to mean "absolutely, positively, never, ever allow any program to steal focus, \
period.  No exceptions".  That should be strong enough. \
