 That previous version of KDE was KDE1.x I suppose. See 
http://bugs.kde.org/show_bug.cgi?id=36377 . But you can at least somewhat 
achieve this functionality by using kstart (see kstart --help; --alldesktops 
for sticky, --type Override for borderless).
