How can I make the window for a certain app start up without window
decorations? (I.e. no title bar)

In a previous version of KDE I had in my .kde/share/config/kwmrc the lines

[Decoration]
noDecorationTitles=
noDecorationClasses=
tinyDecorationClasses=
tinyDecorationTitles=xbiff,

And then when I had X start a window with title xbiff
it started up without a title bar. How do I do this in KDE3.1-11? Adding the 
above lines to kwinrc didn't work.
