If you are using a null modem cable, then it should be possible.  Check here
for details on how to set up both sides:

If you are trying to get a PPP connection over irDA, then I think you're out of
luck (I've been trying that myself with no success....I think Microsoft's irCOMM
drivers in XP/2K are not up to the task).
