The system tray flashes on all new messages, even if there is already an active chat \
window.  This should be controlled by the "Enable events for active chat windows" \
setting.  I've looked at the code in kopetesystemtray.cpp and I don't see how to get \
the state "is there an active chat window" from the KopeteMessageEvent.  

In 3.5 this worked but was apparently due to a check on the number of balloon events \
vs tray events, which seems like it is happening at the wrong level, and anyway we \
don't have the balloon in 4.0. _______________________________________________
