I can confirm this bug on Kopete 0.2.13 (official openSUSE 10.2 packages). However on \
my system, it works fine with my Jabber account but doesn't work with my ICQ account. \
The temporary workaround that Daniel mentioned also doesn't work for me.

This bug is quite old. Is this already fixed in newer versions of Kopete?
